Not true at all. They are all defined via .desktop files which can be easily changed.
True, or maybe the ~/Desktop directory or the apps/kdesktop one or the applnk or .directory or .kdelnk files: these all interact in various clever ways to enable any network administrator with shell/perl script skills to keep control of all the desktops in the school.
