i would like to propose the following permission practices for the repository:
Factory:Contrib * Repository is owned by reviewers * Submission of new packages happens trough osc submitreq and goes trough an initial review. * Repo bugowner is opensuse-contrib@opensuse.org * Packages are owned by maintainers * Development on packages just happens, no additional review. * Package bugowner is the maintainer
<version>:Contrib * Repository is owned by reviewers * No new packages * Repo bugowner is opensuse-contrib@opensuse.org * Packages are owned by reviewers * Everything is handled by osc submitreq and goes trough an review * Package bugowner is the maintainer
Can we agree on that?

Yes. In principle it is not much different from what we have already.

Except one thing: As far as we are small - let's reduce bureaucracy and all different ways of submitting package-review requests - email list and osc, and perhaps later - bugzilla.

Definitely makes sense.
This won't be an issue now, so there's no need to find a solution now, but I think it makes sense to have something like Debian NMU (non-maintainer upload) for Factory:Contrib if a maintainer isn't responsive for some time. Just something to keep in mind for when the issue will arise.

Why do you think we shouldn't allow new packages for released openSUSE versions in Contrib? (Maybe I overlooked some possible problem?)

Because a changing repo can possible introduce new bugs you did not catch during the beta phase of contrib (which would be in parallel to factory betas). Of course you can do that but its definitely a risk.
