I can look at OpenEmbedded and OpenWrt, how they are bootstrapping the system. They are for sure starting with a clean table, having only native compiler for host platform and few other tools and a lot of sources.

Maybe CLFS (http://trac.cross-lfs.org/) might be of interest for creating cross-compiling toolchain as well.
