That happens because the call to SVN is done in UTF-8 and the remote
SVN encoding is using something else...
Either change the remote SVN encoding to UTF-8 (which would probably
be the best way out) or modify the client to either convert or make
the call in the remote SVN encoding (not even sure if it's possible).

Hello.
Service tar_scm failed to get file with non-English name. In my case it is Russian.
