If so: did you read the thread 'Branched project stalled' ? In essence: a bug at some points writes meta data in a cache, but not into a DB. the only workaround for now: use 'osc meta -e prj'
and add the missing architectures. Something like
<arch>i586</arch> <arch>x86_64</arch>
below path inside the repository tag.
If I add it via the web (editing Advanced->Meta), the 13.1 stuff is removed after I save it.
