[opensuse-buildservice] enable packages for a certain target

Hi there, wouldn't it make sense to add an <enable> tag along the lines of the <disable> tag that we already introduced some time ago? Being able to disable all targets with one line and then add just the targets that you want to build a package for, would be nice to have IMO. It's getting quite annoying to disable package that you just need on old dists, when you add new targets to your project.
