That is unnecessary. You can use the /9 targets for this or the AlmaLinux 8/9 targets. Both are fully compatible with all RHEL 8/9 distributions.
As an alternative, we requested and got AlmaLinux9 https://build.opensuse.org/project/show/AlmaLinux:9 And you also have openSUSE:Tools for AlmaLinux9: https://build.opensuse.org/project/show/openSUSE:Tools Since AlmaLinux9 is binary compatible with RHEL, it should also be binary compatible with Rocky Linux9, and in fact we use AlmaLinux9 to build the Uyuni client tools for all RHEL9 binary compatible OS. We decided to avoid CentOS9 Stream because strictly speaking is not a RHEL clone, as described at https://www.centos.org/centos-stream/
