When the "Use for Build Flag" flag is disabled, some packages will still be in the blocked state

OBS is 2.10.10,when the "Use for Build Flag" flag is disabled, some packages will still be in the blocked state,the reason for being in the blocked state is cycle,it is not what i expected.And OBS 2.7 should have no such problem.
