This can't be serious!

In earlier times tex was just one big 300MB rpm so any minor change would need a huge update. you can try zypper in --no-recommends texlive which gives 9 new packages to install. Overall download size: 946.8 KiB. After the operation, additional 1.3 MiB will be used. but I guess then you will be missing many things. Second, given the size of texlive, wouldn't it be easier to offer an ISO download that can be added as a local repository? Yes, Werner, I know you are maintaining TeX for quite some time, and you are hard to convince. But can you blame a user who does a package search on "latex" in YaSt, then selects "texlive-latex" for installation? All the bad rest is done by YaST.
