I don't know how the changed end up in the distro; the change for bsc#845496 was only done in Crowbar.

Relevant changelog entry in aaa_base package is signed ro@suse.com, let's hope Rudi will remember. There is no bugzilla or fate reference in changelog but the comment in sysctl file refers to bsc#845496 For the record, this change didn't actually get into SLE12 with SP2, it's there since GA so I'm afraid we'll have to live with it for the whole SLE12 lifetime (but we should still fix the implementation to make it work properly).
