There is no bugzilla or fate reference in changelog but the comment in sysctl file refers to bsc#845496 For the record, this change didn't actually get into SLE12 with SP2, it's there since GA so I'm afraid we'll have to live with it for the whole SLE12 lifetime (but we should still fix the implementation to make it work properly). Rudi, do you remember why was this change done in Factory?
