We cannot drop requires on software due to some bugs, however severe they may be, especially in cases where there is a straigt-forward way to disable that software. This concrete requires was also present in KDE4 (kdebase4-workspace + kscreen), though it indeed wasn't present in first few P5 packaging iterations, but due to user complaints, we added the requires back.
