I am still wondering: is there a workaround that I can use today, on a 13.1 system, until this is resolved?
For example, would adding "rd.break=pre-mount" as a boot parameter work?
It depends what you want to do. rd.break=pre-mount will stop the initrd between the sysroot ro mount and the sysroot rw mount. You can do, whatever maintenance you need from there. Still, you will be in the initrd, which means you will have a limited amount of tools available.
