Do you always use zypper to install and upgrade your packages?
Did you ever experience a deadlock when installing?
If you tried to install the nvidia packages with yast2->Software Managment,
things could get ugly. I had frequent deadlocks when trying to install several
nvidia packages at once. (only in 13.2 and Tumbleweed).
I changed the dkms-nvidia package a few weeks ago to circumvent these hangups.
Maybe this also solved the problem with the missing dkms.conf.
I was under the impression that (some) scripts of the packages were not run in
strict order by the Software Managment tool. This can result in not generating
a dkms.conf.
Here is my latest test with 13.2. still no problem (different kernels, major
and minor)
