I do "losetup -P -f foo" and partition on /dev/loop0p1 gets mounted (I did not intend it). If I disable "Mount removable media when hot-plugged", /dev/loop0p1 is not mounted. Checking with udiskctl info, /dev/loop0p1 correctly has HintAuto set to false. Tried this right now with a Leap-42.3 iso (partitioned hybrid) and it does not show up in thunar nor get mounted automatically.

Looking at the code, AFAICT thunar-volman is *not* using udisks but directly talking to udev. Can you try the tunar-volman package from obs://home:seife:xfce? This will just prevent mounting, since the "device icon on desktop" is apparently handled in thunar already.
