It's because "/boot" must be visible from BIOS. At least a warning that "/boot" should be on a local disk should be reported to user. Only expert users will use iSCSI so I don't think we need to translate these strings now (no strict rule). But we can assume that all firmware can load stuff via tftp noadays.
