Tumbleweed has quite some updates since the bug report. Can you confirm this is still an issue in latest tumbleweed? If yes, please add the following to /etc/NetworkManager/NetworkManager.conf, restart NetworkManager, reproduce this and attach the related logs in `journalctl -b`.
