Thanks for the report. Tumbleweed has quite some updates since the bug report.
Can you confirm this is still an issue in latest tumbleweed? If yes, please add
the following to /etc/NetworkManager/NetworkManager.conf, restart
NetworkManager, reproduce this and attach the related logs in `journalctl -b`.
