It seems like some circuit of the audio card is activated and deactivated. It is quite annoying since AFAIK the laptop has no bell so I use this sound card to handle x11 bell events. In this case, the delay and the clicks/pops are easily noticeable. OK, then at this point, please try with snd_usb_audio.keep_iface=1 option. This should break the sound again. I'd like to be sure that the problem is persistent.
With the changes in sound/usb/quirks-table.h restored (ie. the content of the patch from comment 4) and snd_usb_audio.keep_iface=1, no audio. (In reply to Takashi Iwai from comment #9)
One another thing to try the patch below. Apply it after the previous patch. It may fix the missing sound or the bad quality.

I'm afraid that your device has the too old BIOS. The dock stores its own BIOS, and the old BIOS is known to be pretty buggy. In that sense, this bug report will be likely WONTFIX / INVALID. But at least let's see whether we can get any possible workaround.
Today I tried updating the dock firmware using DellDockingStationFwUp_1.0.0.8_20161220_WD15.exe After a few seconds (without a reboot) it said that the firmware was up to date. (IMO, either it was already up to date or the update failed...) I also updated the laptop firmware using Precision_5520_1.9.4.exe In the end there was no improvement to the audio quality.
