However giving "u", without double quotes, present the same repository to be used, which succeeds. Maybe even try again will succeed. might be something to take into consideration. Disadvantage is that we can't change that flag for existing installations in RC phase as zypp has the files in /etc.
Use a service similar to https://doc.opensuse.org/projects/libzypp/HEAD/zypp-services.html#services-u... rather than individual repos. - Provide it at e.g. https://download.opensuse.org/service/leap/15.* - At RC turn off autorefresh for the frozen repos in the repoindex.xml.
