I have no idea if that's true or if KPowersave is screwed up. My system is a Dell XPS M1330. A quick and ugly workaround is to force the removal of acpi_cpufreq and reloading it when suspending to ram. So, as far as I can see, these are separate issues. From dmesg after suspend, it looks like we have a corrupted or wrong DSDT

For me it looks like a very small part of the BIOS DSDT/SSDT table is broken. This small part only gets evaluated/parsed after suspend. Found unknown opcode 23, 17, 20 could help to find the corrupted place. Unfortunately the extracted DSDT.dat ends in an endless loop when running: acpiexec DSDT.dat Therefore this cannot be that easily debugged in userspace.
