The problem is that with the latest bluez (it it bluetooth mouse) something changed (*) and now no matter what I remove from xorg.conf, the scroll wheel is working. (*) I have 2 computers. On one I couldn't connect to BT mouse, on the second I couldn't enable wheel scroll. Now, on both computers I can connect to the mice but I cannot disable wheel scroll. Before you try and configure the xorg.conf manually use the YAST -> Hardware -> Mouse model .

Ok, so you confirm the bug exists -- reopening. It was possible before update of the bluez.
But this is not a bug so I have to close it as INVALID.
Excuse me? Being not able to configure the mouse while it was possible several days ago -- what is it? A progress?
The solution should come from the Bug 503347 resolution.
Nope. Yast mouse module is just a GUI tool to edit xorg.conf. The fix of the other bug is trivial and has nothing to do with this report. You have several input sections, which use "mouse" driver and /dev/input/mice as device?
Yes (because I was asked to keep it that way for other reports).
This would explain that behaviour.
