Gerald, could you please run
sudo strace -f -e trace=file /usr/bin/systemd-tmpfiles --create xkb.conf 2>&1
and attach the output?

Does it make a difference that the error message says "xbb.conf", but your command is using "xkb.conf"? If I run your command, I get no error message. My postinstall script contains: [ -z "${TRANSACTIONAL_UPDATE}" -a -x /usr/bin/systemd-tmpfiles ] && /usr/bin/systemd-tmpfiles --create xbb.conf || : -- You are receiving this mail because: You are on the CC list for the bug.

Oh. You are still using Leap 15.3. There the issue has never been fixed.
