Does it make a difference that the error message says "xbb.conf", but your
command is using "xkb.conf"?

If I run your command, I get no error message.

My postinstall script contains:
[ -z "${TRANSACTIONAL_UPDATE}" -a -x /usr/bin/systemd-tmpfiles ] && 
        /usr/bin/systemd-tmpfiles --create xbb.conf || :
