Please start network also for withiscsi=1 parameter. Now it works as I described in comment #1. Almost all users use iSCSI together with remote installation source, therefore network is running for them. But in case you're installing from local source (CD) and you want to install on iSCSI disk (kind of network storage like nfs) it's not possible without network. All I know that you have to start a root on iSCSI installation with 'with_iscsi=1 netsetup=1'. Kind of pointless as the 'with_iscsi=1' parameter starts the open-iscsi installation, which does _not_ work without a network.
