Oh, I was looking at Air in my current installation (12.2). In that case, if there will be no arrows rendered, then there should be no space at the ends of the scroll bar where the arrows are supposed to be. Fair enough ;-)

The Air theme in 12.3 RC1 with no arrows doesn't have the space on the ends of the scroll bar when you choose "Add widgets" like the openSUSE theme has.
