In my case it was enabled by switching to "Manually" in NTP Configuration, and then switching back to "Now and on Boot".

It looks like this behaviour was intentional. It was introduced in https://github.com/yast/yast-ntp-client/commit/cd59db2acce92a5107bbfbec37860... with a reference to bug 1137196.
