It looks like this behaviour was intentional. It was introduced in https://github.com/yast/yast-ntp-client/commit/cd59db2acce92a5107bbfbec37860fd03a2cf51a with a reference to bug 1137196. So for Kubic this behaviour is desired, but not for desktops. Maybe something for the system role? Reassigning to YaST.
