The xfce4-power-manager settings dialog has an option "Lock screen when going for suspend/hibernate" which is enabled by default, however this is only effective when suspending or hibernating through the xfce4-power-manager tray icon which by default is only shown when a battery is present. When using the xfce4-session logout dialog is used to suspend or hibernate the screen will not be locked. The xfce4-session package in Factory has already been patched to lock the screen as well on suspend/hibernate if xfce4-power-manager is configured to do so. In Xfce 4.10 this issue will be addressed upstream by removing the duplicated suspend/hibernate functionality from xfce4-session and using xfce4-power-manager instead.
