To avoid having to search for this information over and over again, e.g. how do I submit a bug, how do I find open bugs and what do I have to consider when porting native packages, etc. it would be nice to have a central place on the opensuse.org wiki where such things can be documented. Already existing resources could be linked or adopted on this page. I'm thinking about https://en.opensuse.org/windows:mingw as page url. Are there any other proposals for a good namespace and page name ?

Good idea! There's https://en.opensuse.org/Portal:Packaging where the mingw stuff could be linked. Most pages seem to use the schema Packaging_$topic. So could be Packaging_mingw.
Good clue. On this page it makes probably sense to take over the package-related points from https://en.opensuse.org/User:Rhabacker.
