When building Windows packages on obs as part of the windows:mingw project,
various information is required. To avoid having to search for this information
over and over again, e.g. how do I submit a bug, how do I find open bugs and
what do I have to consider when porting native packages, etc. it would be nice
to have a central place on the opensuse.org wiki where such things can be
documented.

Already existing resources could be linked or adopted on this page.
