Ok, could you boot 4.7.4 and attach here dmesg command output?
And then boot 4.7.6 without quiet and with debug kernel parameter and estimate where the kernel reboots comparing the dmesg output above?
Dmesg output. Even after removing quiet splash and adding debug, it just goes straight to the Toshiba logo and starts to boot again. No output. -- You are receiving this mail because: You are on the CC list for the bug.

Silly me forgot to add the link http://pastebin.com/VDQbaPxb to the dmesg output. -- You are receiving this mail because: You are on the CC list for the bug.

This looks like a different bug, but let's check it. Could you try kernel 4.8.6 from Kernel:stable?
I tried both kernels 4.8.6.1 and 4.8.6.2 from kernel:stable and they both work fine, system starts normally. dmesg for 4.7.6.1: http://pastebin.com/u1Tc7fTb dmesg for 4.8.6.2: http://pastebin.com/EzE9G1Gz -- You are receiving this mail because: You are on the CC list for the bug.
