The bridge virbr0 is not setup. Most likely the above is the reason. virt-manager does not work at all. Asks for root password and then hangs forever while "connecting(Verbindungsaufbau)" *virsh -c qemu:///system* works after a VERY long wait. Network is controlled by networkmanager. libnetcontrol fails to initialize if NetworkManager is running.
Network is controlled by networkmanager. Which seems to be the default. I did not change that.

Is there any special configuration required to make the two coexist?
AFAIK, the two don't coexist. On my Tumbleweed 20160716, libvirtd fails to initialize libnetcontrol when NetworkManager is enabled netcfIfaceRegister:1190 : Failed to initialize libnetcontrol. Management of interface devices is disabled netcfIfaceRegister succeeds when changing the network control to wicked. Cedric, I was surprised to see the libnetcontrol and NetworkManager play well for you. I too would like to know if you have some special setting to make the two play well together :-). Does anybody know whether this is because no one implemented such support yet? Or is NetworkManager support not possible at all due to technical reasons?
libnetcontrol provides a netcf-type interface to wicked. It knows nothing about NetowrkManager. In theory it could work with NM too, but no one is working on that AFAIK. Beyond that, the use case is not clear to me. On a laptop, use NM to manage your interfaces. Managing your host interface devices with 'virsh iface-*' is better suited for server machines. Note that the more useful 'virsh net-*' will work just fine with NM. In this particular case the use case is running Foreman in a development setup on a Notebook together with its libvirt support, which tries to enumerate bridge interfaces but can't, so the bridge has to specified explicitly.

Generally speaking, since Fedora to my knowledge has nothing like wicked, their libnetcf code must probably play along with NetworkManager. Might have a look at it if I find some time, maybe one could port such code.
