In this particular case the use case is running Foreman in a development setup on a Notebook together with its libvirt support, which tries to enumerate bridge interfaces but can't, so the bridge has to specified explicitly. Generally speaking, since Fedora to my knowledge has nothing like wicked, their libnetcf code must probably play along with NetworkManager. Might have a look at it if I find some time, maybe one could port such code.
