After debugging we found that root of issue is missing dependency on pmcd service that cause that `rcpmlogger start` failed. Basically we have this commit https://github.com/performancecopilot/pcp/commit/e01ab96c813fa31e685ac864031... but missing follows up revert https://github.com/performancecopilot/pcp/commit/30ee6b4d6b00b745cb8e44ee6c9... Without this service failed to start with "protocol" error so basically unless manually starting pmcd pmlogger is useless. The same problem will be encountered for any other PCP client (e.g. pminfo, pmchart etc.) which attempts to connect.
