doesn't take any effect because the automatically generated -sandbox option is putted after the one generated manually. This should be vice versa!

Yes - this patch fixes the problem. I used the source package for qemu-3.1.0-lp151.5.11.x86_64 - the source package for the actual update is missing. Btw: just detected, that qemu-4.0.0 does have a problem with pcie-passthrough.
