It can be easily overriden for a specific user - there are GUI tools for it, e.g. in KDE - but there is no appropriate tool for setting the system-wide default setting (not even in the YaST config file editor). The only way to achieve this is manually adding /etc/fonts/local.conf with desired settings. It would be rather straightforward to add some new variables to /etc/sysconfig/fonts-config for the most important hinting related settings. But I am currently hesitating to do this, I’m not sure how useful this would really be as it is rather easy to set this up with the GUI tools in KDE or Gnome. And we are trying to set reasonable system wide defaults in /etc/fonts anyway. If a sysadmin edits this to different defaults, he will have just as much a hard time to guess the wishes of “the average user” as we have with our default settings. In the end probably each user has to decide for himself which settings he prefers. The config files in /etc/fonts allow to set up the behavior of the font renderer with great precision, but they are quite difficult to understand and finding a documentation for them is not easy. But adding more variables to /etc/sysconfig/fonts-config is not a good way to go; this would mean duplication of information and more confusion. I think the best solution would be to have a YaST module for editing the /etc/fonts configuration, but that's not easy to do.
