So the settings are correct according to 'localectl', but not 'dumpkeys', and manually using 'loadkeys' works as expected. In some situations, those console keyboard commands give an error "Couldn't get a file descriptor referring to the console." For example, when you try them as a non-root user in an xterm or similar. Or maybe also in an openQA environment where everything is virtualized and maybe not 100% exactly as on a real console. With all that we tried with this so far, I tend to believe that this is the problem here.
