OK, then I don't understand at all what is wrong here.

So the settings are correct according to 'localectl', but not 'dumpkeys', and
manually using 'loadkeys' works as expected.

In some situations, those console keyboard commands give an error

  "Couldn't get a file descriptor referring to the console."

For example, when you try them as a non-root user in an xterm or similar. Or
maybe also in an openQA environment where everything is virtualized and maybe
not 100% exactly as on a real console.

With all that we tried with this so far, I tend to believe that this is the
problem here. Other than that, I am fresh out of ideas.
