From what I see the file should be distributed. Altho it is contained in libmwaw-tools subpackage only.
What would be desirable solution? Just the file with the license and then all subpackages depending on it? The GNU license terms support no concept of a subpackage. The ideal solution for openSUSE would to make the package depend on the distro license bundle package (if it already exists). Verify that the licenses from the package and from the bundle are identical (which they can fail to be if they exhibit the Temple Place syndrome) and create soft links to the relevant license files in the bundle into the documentation directories of every subpackage in the set. Failing that, make the library package carry the license files since this is the root dependency and create soft links to them into the documentation directories of every subpackage in the set. Note that this is an advice from a community user, not something you must adhere to.
