Hmm. Could be that things look better (but slow!) with
Section "Device" Identifier "Default Device" Driver "modesetting" Option "AccelMethod" "none" EndSection
in /etc/X11/xorg.conf.d/50-device.conf. Or with
Section "Device" Identifier "Default Device" Driver "intel" EndSection
(not so slow) in the same file (package xf86-video-intel needs to be installed). Please provide /var/log/Xorg.0.log. Then we would likely have a Mesa driver problem.
Hi. Unfortunately, the issue presents with both configurations. -- You are receiving this mail because: You are on the CC list for the bug.

Then it needs to be some generic bug in Plasma, unrelated to the driver. Back to KDE. I still doubt that, TBH.
But, does it help if you delete the folder ~/.cache/? That's my only idea at the moment. If not, please also try on a fresh user account. -- You are receiving this mail because: You are on the CC list for the bug.

Thanks. I moved ~/.cache to ~/old-dot-cache, and after the next login the issue is gone. -- You are receiving this mail because: You are on the CC list for the bug.

But frankly speaking, it is not obvious from the user point of view that one needs to remove ~/.cache Indeed, and it shouldn't be necessary (normally).
That's certainly not a packaging problem though. Maybe it's a problem in Qt, or Mesa (we had that once before at least), or maybe just an unlucky coincidence. TBH, from my POV I'd close this as WORKSFORME, but I'll give others the time to chime in. -- You are receiving this mail because: You are on the CC list for the bug.

Well, I do have a copy of broken .cache. But I have no idea how could I debug it further. So, if anybody knows feel free to ask. Personally, I rather won't, sorry. (doesn't necessarily mean somebody else wouldn't want to pick it up, although my hopes are not high really TBH ;-) )
Maybe you could try to find out which folder/files are the problem exactly. But even then, it might be rather system specific. -- You are receiving this mail because: You are on the CC list for the bug.
