Why would you use a 32bit perl when there's the 64bit version available?
this was a request from a colleague, I'd guess: test (and develop) perl code on 64bit system for 32bit target (without chroot etc. for valid internal reasons). if you get "some" perl stuff with shared libs or similar from 32bit world...
