This has been there upstream for a long time; it is meant for the site admin to add commands to be executed when deleting a user account. The SUSE-specific counterparts USERADD_CMD, USERDEL_PRECMD, USERDEL_POSTCMD had been added on top of that because... reasons (?!?).
