I am facing the similar problem, although I was not able to create new virtual guests neither with "xl" nor "virsh".
In the Opensuse Forum -> Virtualization I added the thread Xen opensuse 13.2 unable to install vm guest "End of file while reading data Input/output error" https://forums.opensuse.org/showthread.php/504096-Xen-opensuse-13-2-unable- to-install-vm-guest-quot-End-of-file-while-reading-data-Input-output-error- quot where my attempts I made so far are described.
I am ready to provide necessary log outputs, If I will be asked to. If I could help, please describe in beginners level what to do to collect the info.
Please help with the fix.
Please try the Xen and libvirt packages from Virtualization:openSUSE13.2 repo and report your results. -- You are receiving this mail because: You are on the CC list for the bug.

(In reply to Wilson Hein from comment #8) Why reopen this bug?
Because the apparmor profile files did not fix the issue that I and the original poster are experiencing.
Did you look at bug 915103 for which this was marked as a duplicate
Yes an may be a slightly different bug.
and resolved with a fix to libvirt's apparmor profile files?
Not resolved here.
If you have an issue that is different than these two bugs you should open a new bug.
My issue is same as the original poster. -- You are receiving this mail because: You are on the CC list for the bug.

Note that you can remove libvirt-daemon-driver-xen-1.2.9-12.1.x86_64, which is the old xend driver and is no longer needed.
Can you connect to libvirtd with virsh? What does 'virsh capabilities' report?

Ok, we've verified you can connect to libvirtd. Are you now seeing the same problem as noted in the original description? Are you unable to create new VMs through virt-manager? Can you successfully create new VMs with xl, by-passing virt-manager and libvirt?
With the recently rebuilt libvirt I do not see the errors. Currently I have 2 guests running, 1 pvm using opensus13.2 and 1 hvm running Win7. However if I reboot the host, I can easily recreate the errors, because the guests fail after a reboot. Example If I cleanly rebuild libvirt, and not create any guest VMs, and reboot the host, VM creation fails with errors. Untested recently, I believe that in this condition xl create, or vm-install with the usexl switch would likely fail as well. I first came across this issue when I was using opensuse12.3 with working guest VMs, and upgraded to version 13.1. At that point the system would have been still using xend to handle libvirt instructions. As I investigated I found out about the depreciation of xend, and started re-configuring my system too work with libxl. about this time opensuse13.2 was released, and I upgraded again in hopes that it would resolve the problem, which it did not. Through a lot of trial and error, I developed the process I'm currently using to cleanly rebuild libvirt which is documented in the opensuse forums links I provided, where I've been documenting my progress, and or mostly my lack there of. As long as I don't reboot the host the guest VMs function correctly in virt-manager. What remains my question is what happens after a host reboot with xen/libxl/libvirt/etc. that breaks the system.
For the reporter jean-paul: Is the original issue you reported fixed by the libvirt and xen packages in Virtualization:openSUSE13.2 project?

This isn't fully correct. VM creation in virt-manager would fail. Direct use of xl in this condition might work. I've not attempted this latter case since I want managed guests. -- You are receiving this mail because: You are on the CC list for the bug.

Works perfectly for me. Thank YOU ALL for the fix !!!
Beware of confusion in libvirt numbering, I managed to create little confusion in my box.
However for the future, is it safer to disable Virtualization:openSUSE13.2 repo ?
Usually it is not a problem but by leaving it enabled you might get something newer than what is officially released (ie, still being tested and therefore suspect). This repo is used as a testing and staging area before pushing out new updates for the 13.2 update channel. You would normally just use the update channel to keep your machine up to date with current fixes accept in cases like this bug where we would like you to test a fix before we push it out to the update channel. Because the update channel builds happen more frequently then they do in this repo, the update channel build number gets advanced ahead of this one. The problem will come when you disable this repo and an update suddenly wants to pull a libvirt update from the official update channel because it has a newer build number. That version doesn't have this fix yet. -- You are receiving this mail because: You are on the CC list for the bug.
