This problem has existed since I upgraded from 12.3 to 13.1. https://forums.opensuse.org/showthread.php/501926-openSUSE-12-3-gt-13-1-upgrade-XEN-unable-to-connect-VMM and it really has little to do with xen itself I don't believe. I later upgraded to 13.2 in hopes it would resolve the problem which it did not. https://forums.opensuse.org/showthread.php/502307-openSUSE-13-1-gt-13-2-upgrade-issues-with-xen-libvirt-and-virt-manager Toward the end I give a detailed explanation on how to cleanly re-install libvirt, et all and use the gui to create and manage guests.
