This problem has existed since I upgraded from 12.3 to 13.1.

and it really has little to do with xen itself I don't believe. I later
upgraded to 13.2 in hopes it would resolve the problem which it did not.

Toward the end I give a detailed explanation on how to cleanly re-install
libvirt, et all and use the gui to create and manage guests. The only caveat is
till you reboot the host and you again get the EOF errors.

Yes one can start unmanaged hosts, but much safer to runa managed one, I
believe.
