Also in this case during installation US keyboard with dead keys is configured. But there is no layout configured in systemsettings5. However starting konsole and pressing the accent key or another dead key gives a popup showing spectacle and asks to select something to make a screen copy. When trying to configure a keyboard layout in systemsettings5 the screen freezes. The mouse pointer does not move anymore. After a minute or so, I get the login screen again, but this may be caused by pressing <Ctrl><Alt>+<Backspace>+<Backspace>. Also in this case during installation US keyboard with dead keys is configured. But there is no layout configured in systemsettings5.
And there should *not* be one. Otherwise the system-wide keyboard layout would be explicitly overridden in any case on login and not be used at all, also not on X11. I.e. it would rather have the opposite effect. We already have the other bug report about your dead keys problem, so let's keep this one about the freeze.
