The placement appears to be decided by the DocBook standard (which is what the document is written in) and itstool (which we use to integrate translations). The DocBook standard demands that you put such information in the "info" tag, itstool obliges. I could remove the credits easily, moving them to the bottom is a bit harder but not impossible.
