Smarter. System area is empty and not visible in menu. Only the status area is visible in this pane. You're dragging app into menu, it open's automatically (bug 382409) and when your mouse pointer is over status area, is moves down because system area is now shown (only under mouse) and you're able to drop app here. While I can remove items, I can not add items even if "System Area" is populated. Dragging a starter over "Computer" does not cause it to open. So whole discussion doesn't make sense for 11.0B3. Strange. I tested SLAB on 10.3 and from SVN and it was possible to add items in there.
