This is a package problem, not a problem of the installer. It's either ntp or chrony, but certainly not YaST.

No, it is not a package problem, because both packages are on the media and work just fine. But support for ntp (the package) has intentionally been removed from the YaST module for NTP (the protocol) in favour of chrony. If someone still wants or needs to use ntp, he has to configure it manually.
