No, it is not a package problem, because both packages are on the media and
work just fine.

But support for ntp (the package) has intentionally been removed from the YaST
module for NTP (the protocol) in favour of chrony. If someone still wants or
needs to use ntp, he has to configure it manually.

So, I am handing this on to the YaST team to decide if the wording of the
warning needs to be improved to better explain what's going on.
